Unlock Insurance Report for Ex Offenders

In the summer of 2008, UNLOCK, the charity set up in 2000 to help reformed offenders, produced a report for the ABI on insurance for ex offenders.

The report itself highlighted the following:

  1. There are 7.3million people on the home office offenders register, 25% of the working population
  2. Under the rehabilitation of offenders act, the time until a conviction is spent can be significant.  As an example an offender who serves community service must for five years disclose his or her conviction
  3. The insurance industry use the act to define a conviction as a material fact until it is spent
  4. Mainstream insurers do not generally provide any cover for ex offenders - In the case of home insurance, quotes can be refused for people living in the same house
  5. A 2002 home office review thought these disclosure periods were excessive and in effect lenghthened a sentence
  6. The involvement of mainstream insurer partners is vital to breaking down this wall
