Unlock Insurance Report for Ex Offenders
In the summer of 2008, UNLOCK, the charity set up in 2000 to help reformed offenders, produced a report for the ABI on insurance for ex offenders.
The report itself highlighted the following:
- There are 7.3million people on the home office offenders register, 25% of the working population
- Under the rehabilitation of offenders act, the time until a conviction is spent can be significant. As an example an offender who serves community service must for five years disclose his or her conviction
- The insurance industry use the act to define a conviction as a material fact until it is spent
- Mainstream insurers do not generally provide any cover for ex offenders - In the case of home insurance, quotes can be refused for people living in the same house
- A 2002 home office review thought these disclosure periods were excessive and in effect lenghthened a sentence
- The involvement of mainstream insurer partners is vital to breaking down this wall
